In IEA member countries, electrical appliances are the fastest growing energy users, after automobiles. Cost-effective technology exists that could improve the energy efficiency of appliances by more than one-third in ten years. The greenhouse gases emitted as a result of the use of appliances alone could be slashed by the equivalent of 322 million tonnes of CO2 per year by 2010. This book assesses the potential energy savings and carbon reductions to be achieved through technical improvements to appliances.

Housing policies of the central and eastern European countries are changing dramatically. Governments as suppliers of housing for the public are being replaced by market mechanisms in the private sector. To facilitate the development of housing markets, establishing well-functioning housing finance systems has emerged as an important policy issue for transition economies. This publication contains selected papers originally submitted to the workshop on housing finance in transition economies organised by the OECD in June 2000. It provides the first in-depth survey of current situations and challenges in the development of housing finance in major transition economies, in particular, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, the Slovak Republic and Slovenia. It also reviews current trends in housing finance in advanced market countries and their implications for transition economies.

Les habitudes de consommation et le comportement des ménages ont des répercussions sur les stocks de ressources naturelles et la qualité de l’environnement qui devraient s’accentuer durant les années à venir. C’est pourquoi les gouvernements ont adopté une large panoplie de mesures afin d’inciter les consommateurs à intégrer le souci de l’environnement dans leurs achats et leurs habitudes. Parmi ces initiatives, on peut citer l’introduction de taxes liées à l’environnement, les normes de performance énergétique pour les logements, l’étiquetage des émissions de dioxyde de carbone pour les voitures, et les incitations fiscales en faveur de l’installation de panneaux solaires. Toutefois, comprendre et influer sur le comportement des ménages reste un défi pour les décideurs. Cette publication présente les principales conclusions de l’analyse des réponses à l’enquête de l’OCDE ainsi que les implications de ces résultats pour les politiques publiques. L’enquête a été effectuée auprès de plus de 10 000 ménages dans dix pays : l’Australie, le Canada, la Corée, la France, l’Italie, le Mexique, la Norvège, les Pays-Bas, la République tchèque et la Suède. Elle apporte un éclairage nouveau sur les mesures politiques qui ont un réel impact en examinant les facteurs qui déterminent les comportements à l’égard de l’environnement dans cinq domaines : la consommation d’eau, la consommation d’énergie, le choix du mode de transport personnel, la consommation d’aliments biologiques ainsi que la production et le recyclage des déchets. Politique de l’environnement et comportement des ménages est une ressource précieuse pour tous ceux qui sont intéressés par la difficile question de ce qui favorise l’adoption de modes de vie plus écologiques, des décideurs jusqu’aux citoyens.

Existing buildings are responsible for over 40% of the world’s total primary energy consumption. An impressive amount of energy could be saved simply by applying energy-efficient technologies. Yet, various market barriers inhibit energy efficiency improvements in existing buildings and result in energy savings that are significantly lower than potentials. This publication provides illustrations of policies and measures implemented in five IEA member countries and the European Union. Each case includes relevant background and contextual information, as well as a detailed evaluation of each policy according to five pre-defined criteria: relevance, effectiveness, flexibility, clarity and sustainability.

Housing finance markets in Central and Eastern European countries are typically small in scale and under-developed, though it is generally recognised that fostering housing finance markets contributes to economic development and brings social benefits to the public. This book presents a comparative study on housing finance markets in the Central and Eastern European countries. It is based on an OECD market survey conducted in 2004 and on selected country data prepared for the OECD workshop on housing finance in transition economies held in December 2004. It reports on the progress and challenges in housing finance markets in Croatia, the Czech Republic, Estonia, Hungary, Kazakhstan, Lithuania, Latvia, Poland, Romania, the Slovak Republic, Slovenia and Ukraine.

Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.
